How is the texture of glitter created?

Step 1: Open a new document as the first step.
Step 2: Open a new document in Photoshop to get started.
Step 3: Increase Noise Go to the Filter drop-down option and add noise to the backdrop layer.
Step 4: Add a crystallized filter in step three.
Step 5: Rotate and Copy the Texture.
