Step 1: Create the Background

Start with a new document. Set the size to A4 (297 x 210 mm) and choose RGB mode. In the Layers panel, click on New Layer icon at the bottom left corner of the window. This will open up a new layer above the current one. Click on the Rectangle tool from the toolbar and draw a rectangle shape over the entire canvas area. Click OK to close the dialog box. Now drag the background layer down below the top layer.

Step 2: Add Torn Pieces of Paper

Create another new layer and use the Ellipse tool to draw an ellipse shape. Drag it into the middle of the image. Select the Brush tool from the Toolbar and select a soft brush with a large diameter. Click inside the ellipse shape and paint over the torn piece of paper. Continue painting until all the torn pieces of paper have been added.

Step 3: Adjust the Opacity

Use the Opacity setting to adjust the opacity of the torn pieces of paper. You may want to make them semi-transparent so they blend well with the rest of the image.

Step 4: Duplicate the Background Layer

Duplicate the background layer twice. Move the duplicate layers to the right side of the original layer.

Step 5: Merge the Layers

Merge the three layers together.

Step 6: Apply Filter Effects

Apply a Gaussian Blur filter to the merged layer.

Use the following settings for the blur radius:
Blur Radius: 10 px
Amount: 100%

Step 7: Save the Image
Save the file as a JPEG format.

If you don’t see any tearing, try increasing the number of pixels selected when you press Shift+Ctrl+A. The next step is to add more torn pieces of paper to the image. To do this, simply repeat the same steps again.

Once you’ve got enough torn pieces of paper, merge them together. Use the same method described earlier to merge the layers.
